David acquired a seat in the U.S. House of representatives in 2013, which is the same year he became a CHLI Congressional Board Member.
David was born and raised in Hanford, CA, after his parents emigrated from the Azores Islands of Portugal to the United States in 1969. His father started a small dairy farm in Kings County a few years after their arrival which would ultimately lead David to be intimately involved with the dairy industry.
Aside from becoming a representative for California’s 21 Congressional District, David has taken on leadership roles with the California Milk Advisory Board, Western States Dairy Trade Association and served on the Regional Leadership Council for Land O’Lakes.
During his time in Congress, David has introduced multiple California water bills, including the Western Water and American Food Security Act in order to secure a reliable and sustainable supply of water in California.

David believes we owe a great debt of gratitude to the men and women who fight to preserve our freedom and is committed to working hard to give them access to high quality health care, education opportunities and other assistance needed once they return home. In 2015, David held a free workshop to provide information about services available to veterans and made himself available to answer questions about how his office can assist veterans with the Veterans Administration.
David is a strong supporter of education, specifically when it comes to making education more accessible for children. He has voted on legislation such as the Every Student Succeeds Act, which modernizes and replaces the policies put into place by the No Child Left Behind Act.
In 2016, the U.S. Chamber of Commerce recognized David with the Spirit of Enterprise Award for his support for pro-jobs, pro-growth policies.
David is currently a member of the Appropriations Committee and serves on the Agriculture, Energy and Water, and Military and Veterans Affairs subcommittees.
