Acceptance Speech by Dr. Oscar Elias Biscet

at the 2017 CHLI Gala & Leadership Awards

Havana, Cuba, April 10, 2017

Congressional Hispanic Leaders Institute

Honorable Lincoln Diaz-Balart

Dear Congressmen

Ladies and Gentlemen

Your Excellencies:

It is an honor for me to receive this Award for Leadership in International Affairs from the Congressional Hispanic Leadership Institute.

Thanks to you, my voice can be heard today, while the suffering voice of my people is being suffocated and repressed by the communist, totalitarian dictatorship of Castro and the unhealthy lack of interest of public world opinion, specially from those countries and people considered to be democratic and free.

In Cuba the Castro-socialist government violates the human rights of the people in a flagrant, systematic, and continuous manner.

Fidel and Raul [Castro], from the [very] beginning of their regime, immediately replaced the Cuban Constitution of 1940, and decimated and dismembered the young republic.

The 1976 Castroist Constitution is responsible for the destruction of the rule of law, and the one that actually institutionalizes the dictatorship.

For all these reasons, the Cuban regime is not a legitimate source of law and, consequently, it is an illegal and illegitimate regime.

All of us, inspired by the democratic and constitutional historiography of Cuba, created Project Emilia, and this is the civilized, active, loving and legitimate path to re-conquer our priceless liberties and to promote change from a dictatorship towards democracy in Cuba.

Venerable and esteemed personalities of the Congress, and freedom and justice loving people, we plead with you, and ask you, for your solidarity [with us] in order to accelerate the democratic process and [regain] liberty in Cuba. Thank you very much.

May the God of the Bible bless America and Cuba!

Dr. Oscar Elías Biscet

President of the Lawton Human Rights Foundation

Recipient of the Presidential Medal of Liberty
