Washington, DC – – The Congressional Hispanic Leadership Institute (CHLI) is pleased to announce two

new members to its Board of Directors;

Congress. From 1994 to 1996, Fortuño was the secretary of Puerto Rico’s Economic Development and

Commerce. He also worked as the executive director for Puerto Rico Tourism Company. Born in San

Juan, Puerto Rico, Fortuño received his bachelor’s degree from Georgetown University and his law

degree from University of Virginia.

Mr. Hector Alcalde, Chairman, Chief Executive Officer and Founding Partner of Alcalde & Fay, has

more than 35 years of experience in the legislative process in Washington, DC. Alcalde has represented

numerous national and international corporations and organizations at the federal, state and local levels of

government. For 12 years, he worked as the Chief of Staff to former Congressman Sam Gibbons, who

later served as Chairman of the House Ways and Means Committee. A native of New York, he made his

home in Florida in the early 1950’s as an educator. As part of his commitment to education, Alcalde

served as a Board of Trustee member for his alma mater University of Tampa, Rector and Board Member

of George Mason University and trustee of the of the Fairfax County Public Schools Education

Foundation.

The Institute’s board members include Members of Congress, corporate executives, and community

leaders who volunteer their time and talents to this growing national Hispanic organization. Their

leadership and expertise strengthen CHLI’s goal of building strong partnerships with the small business

community, philanthropic foundations, corporations, public sector and international institutions.

The Congressional Hispanic Leadership Institute (CHLI) is a 501 (C ) (3) non-profit and non-partisan
